The
Governing Body of the City of Pratt met in Regular Session in the Commission
Room located at City Hall.

CALL TO ORDER:
The
regular meeting was called to order by Mayor Meyer. The Mayor instructed the City Clerk to note
that all Commissioners were present.
The
Mayor reminded the audience that this meeting may be taped and/or recorded.
INVOCATION AND PLEDGE
OF ALLEGIANCE:
Commissioner
Leslie led the staff and audience in the invocation and Mayor Meyer led the
Pledge of Allegiance.

Commissioner
Kumberg made a motion to approve the consent agenda. The motion was seconded by Commissioner
Peters and carried unanimously.
BUSINESS:
DISCUSSION ON 2018
OKTOBERFEST:
Mr.
John Beverlin and Mr. Dakota Holtgrieve addressed the Commission to request
permission to use Green Sports Complex on September 22, 2018 for the
Oktoberfest. Mr. Holtgrieve stated that
everything had gone smooth last year and they had heard positive comments. Mr. Beverlin commented that the Commission
had approved a permanent ordinance last year to allow them the use of Green
Sports Complex; however, they also needed a resolution to send to ABC for their
alcohol permits. Commissioner Peters
asked if the Young Professionals were the main driving force. Mr. Beverlin stated that they had been, but
they also had help from the Rotary Club.
Mr. Holtgrieve stated that they would be visiting with them this
week. Commissioner Peters stated that he
was sure they would be glad to help.
Mr.
Holtgrieve commented that they were going to move the time back to start at
5:00 p.m. and end at 10:00 p.m. Mayor
Meyer commented that last year was a learning process. Mr. Beverlin stated that they had sold every
table. Mr. Holtgrieve added that they
had thirty-two reserved tables and had taken in about $11,000. Mr. Holtgrieve commented that they had given
the Rotary Club $2,000 in memory of Dr. Bruce Kempton.
With
no more discussion, Commissioner Kumberg made a motion to approve the use of
Green Sports Complex on September 22, 2018 for the 2018 Oktoberfest. Commissioner Leslie seconded the motion and
it carried unanimously.
OPEN AGENDA:
No
one in the audience wished to address the Commission.
REPORTS:
City Manager:

Server issues:
City
Manager Eckert stated that we had been dealing with server issues for the past
week and there were a lot of issues to be worked through. Mr. Eckert commented that the back-up server
at the power plant was actually a NAZ that stores data and it had actually been
missing since last August. Mr. Eckert
added that it was now in his office.

Solar Farm:
Mr.
Eckert stated that the solar farm continues to be a good issue and we were
still waiting on the contract to be finalized.
·
Yard Trash:
Mr.
Eckert commented that there were some issues with trash in yards that would be
addressed soon.
·
Water slides:
Commissioner
Kumberg questioned if the ramping up by the Legislature on amusement parks and
water slides would affect us. Public
Works Director Rambat stated that we did not qualify since our side was not 20’
in height. Commissioner Kumberg asked
about the train and the clarification of what kind of inspector you had to
have. Mr. Eckert commented that there
were none in the State and we had checked everywhere last year.
City Attorney:

Emails:
City
Attorney Probst stated that the server issues had complicated some of the legal
work needing to be done since she could not get her emails. Ms. Probst added that work was a little
slower than she would have liked last week.
·
Executive Sessions:
Ms.
Probst requested two executive sessions for ten minutes each for
attorney/client privilege.
·
Municipal Court docket:
Ms.
Probst stated that Municipal Court dockets were lower last month and revenue
was good; however, the last docket had more crime on it. Ms. Probst commented that a bump in crime and
domestic violence was not unusual. Ms. Probst
added that it was not anything like January 2016; however.
·
Solar Farm:
Commissioner
Peters questioned if the down time would affect the solar farm
correspondence. Ms. Probst stated that
there were some delays on that and she had received some edits from the tax
equity lawyers that had not been assessable, but she had no concerns that we
would get there.
Public Works:
·
Pool controller:
Public
Works Director Rambat stated that there had been lightning damage to a pool
controller that caused it to be fused in the running mode. Mr. Rambat commented that they were in good
shape now. Mayor Meyer asked if the pool
was open. Mr. Rambat stated that they
had never closed since they could manually distribute the right chemicals.

Mosquitoes:
Mr.
Rambat stated that the plan was to spray for mosquitoes Thursday and Friday
nights if we did not get any rain. Mr.
Rambat commented that he would have liked to do it before the 4th,
but we had to give notice to the public.
·
Website:
Mr.
Rambat commented that the website team had their first webinar visit with
CivicPlus and we would be getting them some things to get started. Mr. Rambat added that this would be about a
six month process.
·
KDOT:
Mayor
Meyer asked if we had heard anything from KDOT.
Mr. Rambat stated that it would probably be August; however, he had
submitted an application for some of the road bridge money the State had to
help with the Maple Street bridge repair.
Recreation Department:

Municipal Building A/C:
Recreation
Director Pinkall stated that the Municipal Building air conditioning was not
working and that there was not a developed plan in place. Mr. Pinkall commented that they would like to
get away from the all-inclusive chiller and separate rooms. Mr. Pinkall added that he would look to some
engineering people to help and look at the budget. Mr. Pinkall stated that the heating portion
was operable and in good shape.
Commissioner Kumberg questioned if this was storm damage. Mr. Pinkall commented that the chiller was
installed in 1963 and we had gotten a lot of use out of it. Mayor Meyer asked if it was repairable. Mr. Pinkall stated that the cost would not be
as economical as going back to something else.
Mr. Pinkall added that this was new ground for him and they would still
be able to be warm this winter. Mayor
Meyer stated that it was important for people to be comfortable. Mr. Pinkall commented that they were
sweating, but they had gotten some window units put in so that they could keep
that part cool. Mr. Pinkall explained
that there were a lot of things coming up in the gym in the next few weeks and
he had contacted them about the situation.
Police Department:

Crime increase:
Police
Chief Myers stated that there were areas of crime that had increased and that
could be due to a full moon cycle and alcohol consumption due to the high
temperatures.

Drug Dog Vehicle:
Chief
Myers stated that the drug dog vehicle was in full service and had the
lettering on it.
·
Domestic Violence:
Commissioner
Peters questioned what happens when children were involved in a domestic
situation. Chief Myers stated that that
does happen and they would be turned over to child services; however, we did
not see a lot of that. Ms. Probst added
that the primary aggressor would be removed from the premises and a protective
order was put in place. Ms. Probst
stated that the children would be removed if both parties were deemed to be
inappropriate.
Finance Department:

Budget:
Finance
Director Garten stated that she was still working on a few items for the
budget. Mayor Meyer asked about another
session to finalize a few things. After
a little discussion, Mayor Meyer stated that there would be a special call at
7:00 a.m. tomorrow morning.
·
Sales Tax:
Ms.
Garten stated that there was a slight increase in sales tax. Mayor Meyer commented that it was always two
months behind. Commissioner Kumberg
questioned when the online sales would go into effect. Commissioner Peters stated that it already
had in the Kansas Legislature. Mayor
Meyer stated that they were waiting for the Federal Government to take action.
EXECUTIVE SESSION #1:
Mayor
Meyer made a motion to enter into executive session for non-elected personnel
to last ten minutes. Commissioner
Schmidt seconded the motion and it passed unanimously.
Mayor
Meyer made a motion to return from executive session with nothing to
report. The motion was seconded by
Commissioner Kumberg and carried unanimously.

seconded the motion and it passed unanimously.

Schmidt made a motion to recess until Monday, July 16, 2018 for the City/County
Joint meeting. The motion was seconded
by Commissioner Peters and carried unanimously.
