Governing Body of the City of Pratt met in Regular session in the Commission
Room located in City Hall.

CALL TO ORDER:
The
regular meeting was called to order by Mayor Kumberg. The Mayor instructed the Clerk to note that
all Commissioners were present.
The
Mayor reminded the audience that this meeting may be taped and/or recorded.
INVOCATION AND PLEDGE
OF ALLEGIANCE:
Commissioner
Taylor led the staff and audience in the invocation and Mayor Kumberg led the
Pledge of Allegiance.
MINUTES:
Commissioner
Taylor made a motion to approve the minutes of the February 01, 2016 regular
Commission meeting. The motion was
seconded by Commissioner Hlavachick and carried unanimously.
BUSINESS:
READING OF THE
PROCLAMATION PROCLAIMING FEBRUARY 2016 AS GIRL SCOUT COOKIE MONTH:
Mayor
Kumberg tabled the reading of the proclamation to see if anyone from the Girl
Scouts shows up.
CONSIDERATION AND
APPROVAL OF LOW BID FOR A NEW POLICE VEHICLE:
Police
Chief Myers informed the Commission that he had sent out bid requests to two
dealers on January 20th and those were opened on February 10th. Chief Myers stated that Lanterman Motors bid
a 2016 Ford Explorer Utility Police Interceptor all-wheel drive at $28,729 and
Doug Reh Chevrolet bid a 2016 Chevrolet Tahoe Special Service Vehicle 4WD 1500
for $38,575. Chief Myers recommended the
low bid from Lanterman Motors. Chief
Myers explained that they would be trading in a 2009 Chevy Impala with 90,000
miles and there were budgeted funds for the new police vehicle. Commissioner Taylor questioned if the cost of
the vehicles included the trade-in.
Chief Myers stated that they did.
Commissioner
Skaggs asked if the bids were usually closer.
Chief Myers stated that the Tahoe was $300 more the last time they bid a
vehicle, but Lanterman had made an error with the trade-in. Chief Myers added that this was the first
time the individual had worked on one of these at Doug Reh Chevrolet. Commissioner Meyer asked if the Ford had all
the options needed. Chief Myers stated
that it did and it was quicker to turn around and easier to maneuver. Commissioner Meyer questioned if it came with
the modifications that the department needed.
Chief Myers stated that it comes with the police package and we add the
light bar and sirens. Mayor Kumberg
questioned if we could use the Impala somewhere else. Chief Myers stated that he would not
recommend transferring it to another department because there were issues with
the transmission.
Commissioner
Hlavachick made a motion to approve the purchase of the 2016 Ford Explorer police
interceptor from Lanterman Motors for $28,729.
The motion was seconded by Commissioner Skaggs and carried unanimously.
READING OF THE
PROCLAMATION PROCLAIMING FEBRUARY 2016 AS GIRL SCOUT COOKIE MONTH:
Mayor
Kumberg read the proclamation for the Girl Scouts even though no one had shown
up. Commissioner Hlavachick stated that
he was buying six boxes of cookies and challenged the other Commissioners to do
the same or more.
OPEN AGENDA:
No
one in the audience wished to address the Commission.
REPORT:
City Manager:

Lunch Date with PCC:
City
Manager Howard asked that the Commission think about a date for the PCC
luncheon they wanted to have.

Big Truck Night:
Mr.
Howard informed the Commission that there would be a Big Truck Night on March 8th
at the old high school. Mr. Howard stated that the City would have a bucket
truck, fire truck and other heavy equipment at the event. Mr. Howard added that the event was from 5:30
p.m. to 7:30 p.m.
City Attorney:

Matei case dismissed:
City
Attorney Van Blaricum stated that Mr. Luca Matei filed a motion asking that the
City pay him $100,000 for pain and suffering after a court case a couple of
years ago. Mr. Van Blaricum commented
that the motion was denied and Mr. Matei had appealed to the Kansas Court of
Appeals and he had received notice that the City did not have to pay Mr. Matei
$100,000. Commissioner Taylor questioned
if he could appeal it further. Mr. Van Blaricum stated that we were done with
that.

Term Limits:
Commissioner
Skaggs questioned if Mr. Van Blaricum had determined anything about the term
limit issues. Mr. Van Blaricum stated
that he was working on that and he would have a comprehensive report at the
next meeting.
Public Works:

Departments busy with maintenance:
Public
Works Director Rambat stated that the departments were doing general
maintenance and the street department continued to do some crack sealing and
replace bad curbs. Mr. Rambat reminded
the Commission that the Frisbee Golf Tournament was this weekend and we were
ready for them. Mayor Kumberg commented
that there was going to be good weather for the event.
Inspections:

Old Lesh Building:
Commissioner
Skaggs asked if Building Inspector Blankenship knew what was going into the old
Lesh building. Mr. Blankenship stated
that they were putting on a new front and a tool company was going in
there.
Commissioner
Meyer asked about the building next to Woody’s.
Mr. Blankenship stated that they had done a lot of clean-up and they
still had plans to fix it up.
Mayor and Commission:

Letter from City of Anthony:
Mayor
Kumberg pointed out the thank you letter from the City of Anthony and stated
that the guys had done a good job.
·
Sand pit on 10th Street:
Mayor
Kumberg stated that he had had several questions about the sand pit on Tenth
Street and the trucks that were going up and down. Mr. Howard stated that they were hauling
crushed concrete and they were the sub-station for the wind farm. Commissioner Skaggs questioned if they had to
have a permit for that. Mr. Howard
stated that the mine was there before the neighborhood, but he was not sure if
they stored it down there or not. Commissioner
Taylor asked if that was the most direct route.
Mayor Kumberg commented that they were more concerned with school
traffic.

Truck stop rumor:
Commissioner
Hlavachick asked if anyone knew anything about the truck stop rumors. Mr. Howard stated that something was
happening, but he did not know anything.

Animal Count:
Commissioner
Skaggs asked if the Humane Society was providing us with an animal count. Mr. Howard stated that animal control
maintains a log, so we could have figures for that.
RECESS:
Commissioner
Hlavachick made a motion to recess until March 7th at 11:00 a.m. to
meet with the County Commission at City Hall.
The motion was seconded by Commissioner Meyer and carried unanimously.
